India's STQC joins Carnegie Mellon eSCM consortium

PITTSBURGH: STQC, Indias national quality support program for the electronics and information technology industry has joined Carnegie Mellon University?s information technology services qualification center (ITsqc) as a member of the eSCM consortium. STQC joins the consortium as a contributing member alongside Satyam Computer Services Ltd and Accenture. The organization will participate in the development and use of eServices capability model (eSCM), for service providers, which ITsqc officials expect will become a leading standard for global outsourcing. The university has developed other global quality standards for software development, including CMM, CMMI and P-CMM. The ITsqc was formed in response to the growing need for standards to evaluate companies providing IT enabled outsourcing services. Researchers in Carnegie Mellon's school of computer science (SCS) have developed a methodology to rate outsourcing firms and the center to certify their capabilities. Over the past several years, all kinds of organization from banks to hospitals have been delegating computer intensive activities to external service provider because they want to focus on their core activities. In many cases clients have not been satisfied with the result, said Jane siegel, who heads the ITsqc in Carnegie Mellon institute for software research, international (ISRI). The eSCM provides a consistent standard to enable clients using outsourcing firms to compare various providers and mitigate their risks. It also gives the companies providing the services a model and an evaluation process to differentiate themselves from their competitors and best practices to improve their operations. STQC will be bringing its vast experience in quality practices and assessments to the eSCM team. The ITsqc was established to develop capability models for three important areas of the evolving networked economy including outsourcing, electronic security and electronic commerce. Standardization Testing and Quality Certification (STQC) was established in 1977 as a Quality Assurance support program of the Miniistry of Communications & Information Technology, Government of India.
