'India convinced of ISI role in Mumbai terror'

New Delhi: India is convinced "without a shadow of doubt" about Pakistan's spy agency ISI's involvement in the Mumbai terror attacks and is readying to present to Islamabad "a list of ISI handlers" who allegedly masterminded the terror strikes.

"We are one hundred percent convinced that the Inter Services Intelligence (ISI) is involved in the Mumbai attacks," a highly placed intelligence source told IANS Thursday.


"We know these attacks could not have been staged by an isolated militant group. There is not a shadow of doubt about that," the source said.

"We are zeroing in on the names of these ISI handlers and will present a fool-proof case (to Pakistan) soon," the source added.

Indian intelligence agencies are preparing a list of ISI handlers of the perpetrators of the Mumbai massacre with the help of US intelligence, which is also convinced about the ISI's role, the sources said.

Ajmal Kasab, the lone terrorist who was arrested after the Mumbai terror strikes, has revealed during his interrogation that he was trained in at least four camps in Pakistan and met LeT leader Mohammad Hafeez Saeed. Saeed is among the fugitives, including underworld don Dawood Ibrahim and , Jaish-e-Mohammad outfit's chief Masood Azhar, whom New Delhi wants extradited from Pakistan.

India has, however, yet to react to Pakistan's rejection of its demand for handing over its 20 'most wanted' fugitives who are suspected to have a hand in major terror strikes in the country over the years.

India has blamed elements in Pakistan for engineering the Nov 26 Mumbai terror attacks that lasted 50 hours and suspects the hand of Lashkar-e-Toiba (LeT), a banned militant outfit that now operates under the control of Jamaat-ud-Dawa, which runs Islamic schools and charity work in Pakistan.

New Delhi is now convinced that the LeT was working in close coordination with some sections in the ISI, which created the militant outfit nearly two decades ago to wage a proxy war against India over the Kashmir issue.

There is also a growing perception among the US security and intelligence establishment about the involvement of the ISI and LeT in the Mumbai attacks.

With these disclosures as a backdrop, US Secretary of State Condoleezza Rice has sent a tough, no-nonsense message to Pakistan, asking it to cooperate "urgently and transparently" with India in tracking the perpetrators of the Mumbai mayhem that killed 172 people, including six Americans.

In a direct snub to Pakistan, Rice, who was in New Delhi Wednesday, told Islamabad that it must act against the perpetrators even if they are "non-state actors", as claimed by Pakistan President Asif Ali Zardari.

She reinforced this message again in Islamabad when she met Zardari, asking for a "robust" response from Pakistan in dealing with India's concerns over the Mumbai terror attacks.

According to American intelligence agencies, former officers from Pakistan's army and its powerful ISI helped train the Mumbai attackers, the New York Times reported Thursday, citing a former Defence Department official.

But the unnamed official said that no specific links had been uncovered yet between the terrorists and the Pakistani government.

India is keeping all options open, including precision military strikes against terrorist camps in Pakistan and suspension of composite dialogue, to deal with Pakistan if it fails to respond to its key demands that include taking strong action against the perpetrators of Mumbai attacks and handing over the fugitives from Indian.

India is ready to give Pakistan "a reasonable amount of time" and will decide on its next steps only after that, sources said.

1: Lets dont focus on why and till when Pak will do all this things,every one knows they are wantedly doing this....vats d fun in asking them to stop all this..do they stop all this things just because we asked/requested/begged them?

firstly lets accept this as our failure and analyse where the problem is occuring, Criminals/Terrorists always use the creative/new ways to carry on this type of activities, But we are designing actions/security controls basing upon the earlier happend things. I mean we should have a wing which can assess all possible ways of beeing attacked and all those routes should be curbed(there should be simultanious action plan to correct the mistakes in aiir and water ways while planing for correction in land ways)

For this we should have a leader who can think beyond the available resources and available possibilities....Only the person who is professional and trained can do this...I dont intend to blame the ministers but the logic is "a cricketer plays better cricket than a tennis player"

So, vat I feel is there should be some rule that atleast before 10 days to the elections the parties should announce their nominated people for crucial ministries(if they win and form a govt)like Home, Defence, Finance and why they feel these people are eligible and vat are there capabilities and acquired skills to handle this role...same time it puts the pressures on the parties to get real eligible candidates into the picture because this directly influences theire victory in elections

So that even people will have a chance to descide/not to have clowns atleast in the crucial ministries and to elect the party who brought eligible candidates to the nation admin

6: ISI involvement! ISI comment: oh no! We are fighting a proxy war. We are only in the back ground! Give us proof, like dawood’s case will handle this the same way! Indians have been patient all these years! So they can wait many more years! We will get culprits to book! Dont worry indians, be happy, we are neighbors, we will help! Be calm! Be patient!

Why this attack? Pak has problems on afgan border. They need to divert attention and milk america, no bush and rice for money by saying india will attack! Pak inflation 22% , no growth and no money! But they need money to catch bin laden. Oh ya! We all forgot! Poor failed state!

PAK will not hand over the Dawood and 20 other criminals for what happened in 1993! It may take another 20 years! Dawood and all 20 would have died by then!

Pak has too many "stateless Persons" now in thousands and will reach a few million!

The basic problem to be identified and addressed is Indian Law formulated in the year 1857,which needs to be amended,as the tools of committing crime have been modified.The law has got the liberty (law of liberty)for criminals,we have come too far scientifically and carrying the law of stone age, but the corrupt and criminal politicians'for their own benefits will never seek the amendments.So its better suggested to eliminate the mother of criminals i.e POLITICIANS

12: I would like to point that it is a good strategy to ask for the 20 Most wanted criminals, ISI and Let Officials(Of course Dawood 'Namak Haram') from Pakistan. But what if they give these people. They are not the reason, they are just working on behalf of and are intermidiate individuals(pawns in Chess) Try to see the bigger picture. What is te root cause. You cannot cure a disease if you don't treat it from the root. Who has created these ISI and LeT and fueled them with support,protection and Finance. Who want's Kashmir and is on a proxy war? Just think
If they don't hand over those 20 criminals then What? What? Why are we spending 2/3rd of our national income on Defense many years? Why do we have defense if we are not defended and dozens of attacks are carried out on us. Why do we have them? They too get frustated not doing anything. So......... See America does it just keep its forces for show, just see how much it uses them.

13: It only took Indian agencies fifteen minutes to find and declare the perpetrators (Pakistan). They could have waited at-least a day to pin the blame to make it look and feel REAL.
Blaming somebody else for their own security failures is an old game played by Indian media and Government alike.

14: I think India is doing the right thing by giving the 20 India's Most wanted criminals list to pakistan and awaiting for Pakistan's response. Pakistan has to respond positively to India to stop the tentions between both the cuntries. If Pakistan does not responds positively then India has all rights to take an extream action against Pakistan to get the 20 Most Wanted criminals.

15: From a distance - India can carry out a coordinated media campaign with all of the media globally. Indeed, it should look at IMF, World Bank, LIBOR, and all banking institutions to try and cut off financial aid. In addition, we need to put a Muslim president who will work as a backdrop to all of this. Get all Arab countries into the mix and above all, look at ways to show strength which is sustainable.

Invasion, attacks, or interventions are very costly and have a very short term effect so the campaign should be focused on getting the media to make them look like a terrorist state. This move will take a long time for them to get rid off.

Use the media as a weapon and keep pumping them with honest information and let the world decide if they really want immigrants or visitors from that nation or do business with them.

16: Mahboob, Thinking radically may not work always right. None of the politicians in India are ruthless in their heart to do such a crime.

There could have been lapses in the system, but that does not mean that our politicians are bad and ill-hearted.

Pakistan media has been mentioning that US government orchestrated the WTC attacks, but they did a good job and got away. However, Indian politicians could not be smart.

I think it is ultimate stupidity to think on those lines. It is good that FBI and Scotland yard are here to help in the investigations as they will get real hand information on who is behind it.

Its very easy to attribute such attacks with some outfit and it has become our tradition to do so without putting any firm evidence and it has become very hard to convince our politicians that terrorism is within. I urge our beloved politicians to stop playing dramas as they just played in the name of mumbai terror attacks. I say it a well planned drama made by our prestegious politicians specially leaders in opposition to gain vote bank benefits and to project muslims and Islam as bad origins.
I have few questions,
1. We all know what ATS chief Hemant Karkare was doing just before this happened. He was about to unveil the big hands behind the terror attacks that happened in last few years. My question is why Hemant Karkare and his team was given undera quality or fake bullet proof jackets to combat the terrorists? Pause a while and think, could it not be a well planned drama to kill him?
2. When everything had happened, our prestigious media says that the terrorists came from sea routes using a boat and they entered the city from some specific routes. My question is why not they were stopped then and there? Is our intelligence so strong in getting before time information but so weak in taking preventive actions? I think the defintion of indian intelligence should be changed.
3. Why not the terrorists caught alive in such incidence and if caught alive why they are not put before the media and unveil the facts? Why such things happen behind the curtain always?

Our so called political leaders know who are behind. Simply shouting behind Pakistan may not work now. Pakistan knows and our leaders know who are behind.
Dears readers, dont simply go by what our media projects. Being a responsible citizen, its your duty to use your mind also and try to analyze what could be behind.
