India card to replace Master, Visa

Mumbai: Master card and Visa will now have a domestic rival as India card will make a debut as a debit card processing service next year and start servicing credit cards at a later stage. "India Card will transform into a credit card (processing technology network provider) only after the debit card (processing) is tried and tested," said a senior official of the Reserve Bank of India (RBI), according to Financial Chronicle.
Data with RBI, which is spearheading the initiative, indicate 156.19 million debit cards and 21.29 credit cards in circulation at the end of September. The number of credit cards has dropped from peak of 28.31 million seen in April, as rising defaults forced banks to eliminate many cards.
In the India Card initiative RBI is following the example of China. Banks now have no option but to tie up with Visa or MasterCard for connectivity between cardholders, merchants and issuing banks not just in India, but across the world. Every transaction done in India using a card issued by an Indian bank is routed through network switches owned by Visa and MasterCard, which are based outside the country.
The India Card would eliminate the need for this connectivity. Indian banks paid close to
400 crore last year as fees to the international card associations, for processing ATM and credit card transactions 90 per cent of which were domestic.
The India Card initiative entails the establishment of a network switch, which acts as a payment gateway that connects all the ATMs and points- of- sale terminals.
The Indian system is meant to gradually replace payment settlement providers like MasterCard and Visa, which now control all payments and settlements that happen through cards.
"Initially the India card will have to depend on association with MasterCard and Visa for payments overseas, but gradually even this will be operated through an India switch located outside India," said an RBI official.
The National Payments Corporation of India (NPCI), a payment and settlement company set up by RBI, will set up the network switches for settlement of all the electronic payments in the country.
NPCI is registered as a company with nine public sector, private sector and foreign banks owning stakes. RBI will oversee its operations in the initial years. Thereafter it will function as an independent company regulated by RBI.

8: If I understand this correctly that an India
card would replace a Visa or Mastercard then
how will it deal with other countries? Visa
and Mastercard are already worldwide. What
would be the purpose of a new card? If it
would provide less in interest or fees or
late charges that might be nice but
additional credit, well I don't think anyone
needs more credit cards (people have 8-10
already and are in debt from $10,000 upwards
each individual now) plus Paypay does the
exchange rate for funds so things are already
in place and no new card is needed. When
thinking about a new card then government
rules and regulations need to simultaneously
be put in place as well as legal ways for an
individual to counter any problems the
cardmaker might hand them. Isn't government
slow in doing these kinds of rules and regs?
Will people get hurt financially?

12:RBI just want to save indian money going
outwards. Using indian cards u can shop
outside also but if u make transaction
outside they go through master or visa card
switches and at that time only indians banks
have to pay

way to show Indian dominance in world
forex/financial market. Visa/Master card were
also initially domestic (in there respective
countries and they grew multi/transnational.
Looking at a Rs. 400 Cr opportunity makes a
good case for foalting a company especially
when the market is already developed and is
bound to grow. India can offer good
technology competitive rate (cost cutting)
for many countries. In nutt shell for RBI
this might be late than never.
