NEW DELHI: The Department of Information Technology (DIT) has made a provision of 3 billion for e-governance in its budget for 2005-06. On the instance of DIT, the Planning Commission has kept a budgetary provision of Rs 3 billion as Additional Central Assistance (ACA) to states for the National E-Governance Plan (NEGP), DIT officials said. World Bank has already expressed its keenness to fund e-governance projects in India and has given in-principle approval for up to $500 million with the potential to increase the amount significantly based on absorption capacity. DIT has initiated Capacity Building Program both at program and project level in various states to address managerial and technological challenges associated with the implementation of e-governance initiatives on a larger scale. Guidelines for capacity building have been finalized and circulated to state governments. Financial support for this purpose has been provided to states under the ACA for NEGP. A national level workshop and training of senior officials has also been arranged for facilitating capacity building. Three important elements of NEGP, which form the core infrastructure for effective service delivery paradigm, are Data Centers, State Wide Area Networks (WANs) and Common Services Centers (CSCs).
