Govt. gives cash to lure women scientists back to work!

Bangalore: In a bid to stop women scientists from forsaking their careers post marriage and motherhood, the Department of Science and Technology (DST) has launched a Women Scientists Scholarship Scheme (WOS) to enable women to pursue research in science and engineering even after a long hiatus from work.

This Central government scheme aims to train women qualified in science, engineering, medicine or allied areas in the area of intellectual property rights (IPR) and its management for a period of one year. Under the new scheme, women scientists and technologists in the age group of 30 to 50 years desirous of returning to their professional lives as bench level scientists will be provided the opportunity and financial support to do so.



"This initiative is expected to give women a strong foothold into the scientific profession, help them re-enter the mainstream sector and provide a launch pad for further forays in the field of science and technology, both from the point of view of pure sciences and its application to societal development. They will be able to take up science and technology internships and later be self-employed," said a Senior DST official.

The project, which will enable women to strike a balance in their professional and personal lives, will cover physical sciences, chemical sciences, mathematical sciences, life sciences, earth sciences, atmospheric and engineering sciences.

The selected scientists will be supported with research grants up to Rs. 20 lakh for a period of three years as part of this scheme which is being coordinated and implemented by the Patent Facilitating Centre (PFC) of Technology Information, Forecasting and Assessment Council (TIFAC) on behalf of DST.

"We are trying to encourage inter-disciplinary studies. By concentrating on supporting the researchers, we can promote research and development (R&D) in college campuses," said Prof. Sneh Anand, WOS Chairperson. Women's University, Bijapur, has also included in the scheme for R&D activities for a period of three years.

"The department will also release Rs. 5 crore to the university for R&D in science and engineering subjects. The department has already finalised four women's universities under this scheme and Bijapur Women's University will be included as the fifth one in this scheme," said DST Member Secretary Dr H.B. Singh.

1: A welcome step for women like me, who are techno entrepreneurs, but find it hard to raise capital and resources. Can we get the benefit under the scheme? I have 25 years experience and am a Gold medalist Electronics and Communications Engineer. An avid researcher, gave up R&D and run a small consulting outfit.

2: While appreciating the move by Department of Science and Technology Women Scientists Scholarship Scheme WOS to enable women to pursue research in science and engineering even after a long hiatus from work let us look at research relevance fundamental and applied.

What is Science and Technology Crudely science can be defined as knowledge and technology as the practical use of that knowledge. Technology very simply put is doing something about it. What is research. Research is a high hat word that is much used and abused. Essentially it is nothing but a state of mind a friendly welcoming attitude towards change. Going out to look for a change instead of waiting for it to come. For practical people it is an effort to do things better. Research is really a Tomorrow Mind instead of’ Yesterday Mind. In research we find trials and joys satisfactions and disappointments gloom and humour a blend of sublime and ridicule. Research and accumulation of knowledge is like pouring water slowly on a dusty floor. Like water it continually spreads unexplored islands are left behind but these are eventually closed up.

There is a tendency to classify research into fundamental and applied knowledge for knowledge sake and knowledge for practical use. But it is good to remember what is fundamental research today is applied tomorrow Goal oriented or motivated research is actually indivisible and more successful. Many insist on need oriented research as the best way to insure utilization. But it is good to remember that production of materials like nylon polythene penicillin transistor etc. did not come into being because it was a recognized need. The need came after the development of the product. We should therefore direct our research toward not only identified need but also should be alert to the opportunity of creating newer demands and shape the future.

From the society s point of view research is useless in a practical sense unless it is exploited. Such exploitation however requires some successful aggressive forward looking satisfactorily organized mechanism for development trial production distribution evaluation and improvement.

From science to sales or the utilization of research results occurs in three overlapping steps. Invention Innovation and technical transfer.

The first step is invention the conception of a notion a vision a potential possibility to be married to a potential need. The second step innovation involves a high degree of spirit of adventure risk and entrepreneurship to make it work finally the technology so developed should be transferred to the industry. This technology transfer is the process of matching solutions in the corms of existing science and technology to the problems in commerce and business.

The research yield will largely be dependent upon the proper identification and definition of problems problems chosen relevant to economic growth priorities for national projects proper orientation of technology to the felt needs raw material resources and the genius of the land efficient conduct of research proper facilities for designing engineering and setting up involvement and firm commitment of the industry society and government necessary atmosphere and economic environment for research to grow.

It is science and technology and the efficient use of it that is critical in the economic growth of the country. It is also true that research and industry are partners to promote and catalyse the progress of the country.

To the research and industry one may add the third dimension that is the society. The society should create a proper social and economic environment and the support for science and technology from the society should be an act of faith. Thus it is obvious that research industry and society become an equilateral triangle.
