The targets are obviously single women between the age of 20 and 30 without criminal records who are unemployed or work in clerical, sales and service jobs," said INCB in its 2009 annual report. The report said there has been an "increase in trafficking of methamphetamine and the illicit manufacture of MDMA (ecstasy)."
