Infosys Wins the Contract for E-Governance Initiative At MCA


New Delhi: The second phase of the e-governance initiative of the Corporate Affairs Ministry, looking to streamline all its activities, will see gradual replacement of desktops, printers and scanners.

IT major Infosys has bagged the contract for implementing the second cycle of the MCA21, designed to fully automate all processes related to enforcement and compliance of the legal requirements under the Companies Act.

The second phase of MCA21, from January 2013 to July 2021, has a total project outlay of Rs 357.81 crore, Corporate Affairs Minister Veerappa Moily told reporters here today.

The amount includes Rs 54.42 crore for independent project management and certification, besides Rs 29.84 crore for continuous improvement and upgradation to the electronic service delivery of the Corporate Affairs Ministry.

According to Moily, the new features of MCA21 include replacement of existing desktops, printers and scanners as well as replacement of out-of-support servers and associated infrastructure.

Noting that Infosys would implement the second cycle of MCA21, he said the company emerged as first in both technical and commercial evaluations.

"The project will be continued as Public Private Partnership, with service level-based equated quarterly payments to Infosys," the Minister said.

MCA21 was launched in February 2006. The project would benefit all companies and Limited Liability Partnerships registered in the country.

Among others, MCA21 envisages electronic filing of documents, registration of companies and public access to corporate information online through a secure interactive portal. The Ministry would extend e-governance to various related offices such as the Serious Fraud Investigation Office (SFIO) and Company Law Board (CLB) in the second cycle.

In addition, new services like SMS and mobile enabled interfaces would be introduced for improved service delivery.

On Monday, the Cabinet Committee on Economic Affairs had approved continuation of MCA21 project for its second cycle.
