It is Human Nature that most people are averse to change. They are highly
apprehensive of the impact of change and prefer to do things in the "tried &
tested" way. To them, change brings insecurity. In my opinion this is a major
reason why people avoid new technology at work.

A cycle and a motorcycle is the best example where a cycle represents old
technology and a motorcycle represent new technology. For any Entrepreneur
capital and overall running costs are critical instead of speed with the risks
attached to traffic accidents hence organizations prefer old technology over
new technology

There can be many reasons.
Firstly they might not have a perfect mentor to
teach or guide them. To learn they need to invest money which they are not
satisfied.
The organisation would have not taken any interest to make them
know about new technology or they themseleves are unconfortable with the
changes occured in new technology, which they find ease in using old one.
