There can be many reasons. Firstly they might not have a perfect mentor to teach or guide them. To learn they need to invest money which they are not satisfied. The organisation would have not taken any interest to make them know about new technology or they themseleves are unconfortable with the changes occured in new technology, which they find ease in using old one.
