2) HR. Because there are so many students like you who have completed studies
and looking for a job. So if you join HR it will be helpful to your growth as
you will be recruiting people and that is the best choice as you will be
indispensable for the organisation and also you wont be kicked out so easily.

I think admin and hr are same up to some extent and salary are also equal in
