Can a functional manager be a good project manager?
Do functional managers make good project managers? I'm asking this because the IT manager in our company
is doing project management work and I don't think he's doing a very good job.

IT DEPENDS.

Project is always not Functional and Functional people are
always not Managers.

Functional knowledge is one aspect, apart from that
the FM should also have the following skills and qualities to manage a
project

1. Technical Knowledge to Solve the team member's queries
2. Job
Delegation and Project Reporting System
3. Rather than doing he should be
able to make people do the task or job meaning Teaching swimming than swimming
himself
4. Cost Analysis
5. Deliverable Analysis
6. Change Management and
Customer Expectation Management
7. Team Motivation
8. Others

GENERALLY a
functional person knows the project from his and customer's angle and it
becomes the PM's task to make the TEAM understand about the project
technically and functionally.

FM might face some challenges and
dependencies on these grounds.

As per my experience, I found that even a facility manager can be a good
project manager as he is well aware of each functionality of business.

Many believe that functional managers always make bad project managers (even
if they're good managers). Although I agree that the roles have to be
separate, and functional managers may be bad project managers, I believe that
it is not an axiom.

In my previous job, I remember an outstanding IT
manager, who also acted as a project manager. I have to say that the secret of
his success was his great delegation skills. In retrospect, I remember he used
to delegate nearly everything and he used to always delegate to the right
people. People working under him were always motivated, they loved him, and
they were always doing their best.

Project managers must establish an appropriate WBS level from which to manage.
Creating a highly detailed WBS is an invitation to micromanage a project, thus
alienating functional managers. Most project managers today do not possess the
technical expertise to create such a detailed WBS without functional
assistance.
