Is dual sim phones work properly?

Initially GSM phones with Dual SIM feature comes as a "standby dual-SIM
phone"(switching between 2 sims as required using mobile initerface.).But now
mobiles with Dual SIM comes as "active dual-SIM phones"(both SIMs are active
simultaneously) which gives it a drawback - reduced battery life[typically by
about a third].This can be overcome by keeping a spare battery.
