First of all, what is the littral meaning of Top Level Manager? Top / middle
/ lower level classifications it self is misleading. If it is a small company
of 5 people, then one can classify the way one wants to classify those 5
positions.

Manager could be descibed as a person who directs a team but is
not accountable of the end result. A person who has been designated as Top
Level Manager could be the one who should accounatble for the implementation
of strategies to achieve the desired outcome.
